If it's from a DVB-S card, it'll most likely be MPEG2-TS which is different
from the MPEG2-PS that DVDs require. You won't have to re-encode, but you
will have to demux/remux. I use ProjectX for this.

The Hauppauge PVR cards do output MPEG2-PS so if the resolution is right you
might not have to do anything to the file (though a lot of DVD authoring
software will demux/remux anyway).
