I'm not sure what you're looking for here,

If you have the kernel source + bootloader + all the stuff that you need to
build a debian "distro" then you
can readily switch to some other build method (eg. buildroot or yocto or
such).

The only time this becomes an issue is if the hardware has been Tivo-ised
or signed (ie the final sw was
run through some security masher to prevent being changed).

I tend to prefer buildroot because it is way simpler and faster and
generates nice tight fast-booting images for
the type of embedded Linux project IO tend to work on (eg. booting from
cold into final running sw in a second or so).
For those debian etc are a poor choice because the start up is too slow.


The CHIP things don't have that problem. Nor do any of the Pi variants
AFAIK.
