once analogue TV gets shut off in NZ there will be a whole bucket load of
frequencies in the VLF, VHF and some of the UHF band (minus the frequencies
used for Freeview they operate in the mid UHF band) that should be free to
use at low power

you can operate between 921 and 928 MHz either under the General User
Radio Licence (GURL) for Short Range Devices (SRDs), or the respective
one for Amateur Radio Operators. Which one applies depends on your
application, and there are also restricitions regarding the kind of
equipment that may be used. The GURLs for this band have been changed
a number of times over the past years, and further documentation
regarding these changes is available from RSM, and also in the NZ
Gazette (all on-line, too).
