That sounds about right. From RSM's band allocation table published
here: http://www.rsm.govt.nz/cms/tools-and-services/publications/public-information-brochures-pibs/pib-21-table-of-radio-spectrum-usage-in-new-zealand-1/2.-the-new-zealand-table-of-allocations/2.3-new-zealand-table-of-allocation/2.3.5-uhf-band-300-3000-mhz

you can operate between 921 and 928 MHz either under the General User
Radio Licence (GURL) for Short Range Devices (SRDs), or the respective
one for Amateur Radio Operators. Which one applies depends on your
application, and there are also restricitions regarding the kind of
equipment that may be used. The GURLs for this band have been changed
a number of times over the past years, and further documentation
regarding these changes is available from RSM, and also in the NZ
Gazette (all on-line, too).
