I reinstalled my TeVii S470 card today, to see if what it does matches
your S480.  It looks as though the S480 works as two USB tuners,
rather than directly as a dual PCIe card.  My S470 does not have any
USB interface, but it otherwise seems to match what is happening with
your S480.  So your S480 does seem to be initialising correctly.

So that leaves the only different thing that I can see that you are
doing is using -tone 1 instead of -tone 0.  Is that to do with your
satellite dish setup?  If you have a standard Sky dish like mine, then
you should be using -tone 0.  You might also like to try using the
second tuner by adding a -c 1 option.  Beyond that, do you know if
there is actually satellite signal on the aerial cable you have to the
card?  Do you have any other satellite receiver or a meter you could
use to check that?
