[chbot] FPGAs again

I have a few Xilinx boards, so I have the latest Xilinx tools to hand if
anybody wants a copy to play with or see how the tools work on their PC. I
can also pass on a port of the AVR8 project from opencores if anybody is
interested in little projects like a soft atmega with a vga display on it,
which can work with the arduino IDE if desired.

I am very much FPGA-agnostic, along with OS and programming language
agnostic... I'm more a fit-for-purpose sort of guy... and Xilinx is fine
for most things. But I have seen some pretty compelling publicity material
that the Altera tools scale better to the larger FPGAs with high
utilization.
