[Templates] installation proble in private directory

Hi,
I'm trying to install Template::Toolkit to my home
directory, because I'm on a virtual server, and do not
have root access.
I have the PERL5LIB=~/modules in my .bashrc file, it's
worked fine for other private module installations.
I can't seem to get passed this one with
Template::Toolkit...
any ideas? (see install procedure & msgs below)
I get a lot of 'permission denied' errors afterwards 
for example: 'perldoc -f rand' returns 'permission
denied'. If i logout and back in, it's fine.
