Not all of them have HDMI2.0b support or HDR - so it's a bit of crapshoot.
And the firmware updates are generally the issue rather than the SoCs.

But if you do go down the ali-express route look for:

10Bit HDR Support, VP Profile 2 (this is what Youtube HDR encodes in).
And Gigabit Ethernet

I am a fan of the Rk3399 based board like the firefly -

Unfortunately at the moment there is no HDR support under linux for any of
the drivers (closed or open). Intel is working on extensions for wayland,
and nvidia are implementing some deep-field extensions for glx surfaces -
but not even herculean compilation efforts building from working trees
renders a usable stack at the moment (I've tried)

Android on the other hand has several HDR graphics drivers. The Nvidia one
being the most feature complete. The Mali implementations are lacking and
require proprietary SoC add-on chips - which in turn means being limited to
the integrators firmware builds.
