Yes it will be AC3.

Not sure if TV2 is airing HD copies of Big Bang. Do they have a HD logo on screen?

Bitrate won't be changing as they are already running their DVB-T multiplex at capacity with 2HD and 2SD Channels. They are playing with the way the bitrates are allocated over the 4 channels to improve video on high movement scenes etc.
