To install anything with voltage greater than that considered to be
SELV (safe extra low voltage), you must be a registered electrician.
This is basically any time of signal or telecomms cabling (ELV in this
context, means anything lower than 100V AC, or 150V DC. 240V is
actually considered low voltage, compared to a 10,000V power line it
is anyway)

Any TV, network, or phone wiring is fine.

As far as telecom cabling goes? Anything up to the Telecom demarcation
point, which in residential installs is called an "External Test
Point" or ETP - that's the white box, usually on the exterior wall of
your house facing the street, where the cable enters your house. For
older installs which don't have an ETP, the Demarcation is the point
where the cable enters the exterior wall of your house.

The cable between the street and the wall of your house, despite being
partially on your property, belongs to telecom and is telecom's
responsibility.

The situation is different in australia however, where telecomms
installers must be registered...
