Alternately run them at half speed by installing an appropriate resistor
in series or running 12v fans on the 5v rail etc.

My desktop is like that. I just pulled the fan cable from the MB. I'm
not
a gamer so  the NB doesn't get that hot.

These annoying noisy fans are typically easily replaced....with another
4cm fan.
