Yes, soft padding should be dropped if it would cause a conflict. The issue
that seems to be repeatedly appearing is that the soft padding gets dropped
even if there is a spare tuner to resolve a conflict, which is not what
people are expecting. It seems to me that in the case where the tuners have
equal capabilities (as measured by priority perhaps), it would make sense to
bump the second recording to a different tuner to preserve the soft padding.
The problematic case is what to do when the alternate tuner is not the same
as the first tuner, e.g. I might prefer to have padding dropped to record
two shows on Freeview rather than moving one to a tuner input in order to
keep the padding. Then again I might not.
