Ideally a distro would have the patches available for testing as soon as
possible to give the users as much time as possible for testing.

Working for an integration company and having gone through this with a wide
range of systems, linux based systems are at the better end of the scale.
Even if the distro doesn't release the patch in a timely manner, being open
it is at least solvable able.

This is better than some companies that have an answer of 'we don't support
daylight saving in the southern hemisphere' (and that even was before this
years changes).
