The daylight savings windows for most Countries until recently have been
very well defined. Hence Linux has always dealt with them automatically.
The recent push for longer daylight savings has complicated this,
requiring numerous updates. Hopefully things will calm down again soon.

Sadly what should be easy has been further complicated by tools that
don't use the system timezone information. For example both Java and
PHP5 have their own information.

Just be thankful that for the moment it is all over for NZ. Australia
have decided to change theirs again in April. Plus Brazil recently only
provided IT companies with 5 working days notice to make the change.
