Success! But I'm not sure exactly what the cure was yet (couldn't do 
much testing due to Dancing with the bloody Stars).

I loaded the RC-18 config file and got the same nil response from the 
Pace DSR2000 STB.  Then I tried unsticking the IR blaster from the STB 
and holding it at various distances from the STB, without success. (as 
suggested on the list by Wade a few months ago) 

This made me realise even though the LED in the blaster was flashing the 
'Remote Command' LED on the STB wasn't flashing.  Then it suddenly 
dawned on me that I didn't actually know where the IR receiver on the 
STB was (I had assumed it was part of the Remote Command LED indicator 
(like it was on my Motorola STB). 

So I pulled the black face plate off the STB and found it.  Then I stuck 
the blaster over it and tried again and it worked!  The STB is designed 
so that the face plate (black opaque plastic) covers the IR reciever.  I 
replaced the face plate, stuck the blaster on the outside of the face 
plate at the right place and it still worked.  So I now have a working 
system. 

I still want to test whether the RC-30 config also works.  Will test 
this tonight and report back.
