Road User Charging in the UK and world-wide

Synopsis

Following the Greater London Authority Act 1999 and the Transport Act 
2000, it is now legally possible to charge motorists to drive on existing 
roads in the UK, and this is under serious consideration in a number of 
Local Authorities. Technologies for charging include: 

 Electronic (microwave) tags and roadside transponders

 Satellite positioning systems with communications links (eg GPS-GSM)

 Automatic number-plate recognition (ANPR).

The seminar will outline the status of technology-based charging schemes 
world-wide, before focusing on the current situation in the UK. This 
includes the Government's policy, the DTLR (Department of Transport, Local 
Government and the Regions) "DIRECTS" project (Demonstration of 
Interoperable Road-user End-to-end Charging and Telematics Systems), and 
the ANPR-based road-user charging system proposed for London - now being 
planned for implementation in early 2003.
