I've got the book on it, and yes, it's GPLed.  There's also RxDOS, which is 
also GPLed.

Nobody's so stupid as to "release" a disassembled MS-DOS out onto the Internet 
as their own work - people do have standards - or at least, none of the 
F/LOSS people would.  ReactOS has had a few attempts made to sequester their 
hard work and pass it off as someone else's.  As had a few other F/LOSS 
projects.
