[DISIG-cabal] Confidentiality/sharing guidelines

I'd forgotten about the existing CoC, thanks. That's a start :-) and covers off Wheaton's Law.

And perhaps Chatham House Rules are a bit too strict ...

But I wanted something that said, as a general rule, we can disclose within ISIG but don't expect it to spread further ...
