Hexadecimal dice have 16 possible values, you just read the hex string
directly off the faces:

You can buy them from dice shops, Amazon, and cheapest of all, Aliexpress,
it's a couple of dollars for a set of ten although they're typically D16s rather
than being labelled in hex.
