OneRNG not working after reinstalling onerng_3.6-1_all.deb

I'm not using an old modem manager but the other thing of course is that OneRNG was working until recently from the installedof the Debian archive. I'm not sure now exactly when it failed because the device is usually out of view behind the PC cabinet. It is possible that it failed after I installed Linux Mint 19.1.
Something you might be able to tell me ...Should the Debian package create /usr/lib/udev/rules.d/... ?? As I mentioned previously, that directory and file are mentioned on the installation web page in the context of the tarball, but as I also mentioned, the Debian archive package doesn't create such a file. Mind you, manually installing it didn't, of itself, rectify the problem.Mark
