OneRNG not being used by desktop running Fedora 28

I have followed the verify and use instructions at http://onerng.info/onerng/ but the onerng seems not be used on my Fedora 28 Desktop computer.

My desktop PC is running Fedora 28 (fully updated)

Evidence for saying that onerng device is not being used:
* onerng led does not dim when doing dd if=/dev/random of=/dev(null
* rngd -l reports:
 Entropy sources that are available but disabled
 4: NIST Network Entropy Beacon
 Available and enabled entropy sources: 
 5: JITTER Entropy generator

To assist in diagnosis, I inserted a log call at the very beginning of onerng.sh that records the parameters. I also replaced duplicate exit 1 lines to use unique exit codes.

I attach a log extract that follows unplugging and plugging in the device.

Can anyone point me in the right direction please?
