is urandom_min_reseed_secs broken on recent kernel

Hi 

I m using kernel 4.14 on arch and since a few kernel revision i noticed that setting /proc/sys/kernel/random/urandom_min_reseed_secs to 0 does not have the same behavior as when i first acquired my onerng.

when i first tested my v2.0 onerng setting this param to 0 and then cat /dev/urandom > /dev/null or simply using firefox will make the led permanently blink.

Is this function broken  or there is some other parameter to setup as well ?
