Yup, I agree. Taking RUC out of petrol and making all vehicles pay RUC on
usage would be the fair way to do it.
It is quite ridiculous that people using lawn mowers, or filling up boats,
should be charged RUC embedded in petrol.

The devil is in the details though. Getting people to pay RUC is rather
challenging. I, like most people I think, tends to buy RUC in blocks of 10k
which is around $760. Finding $760 lying around is a bit of a pinch for
some people.
It would maybe be better to make it easier to buy RUC in smaller amounts.
eg. buy $20 of petrol and 200km of RUC.

A lower weight class for RUC is sorely needed and one of the things that
killed the adoption of small efficient diesels in NZ (well under 4l/100km).
IIRC the lowest class is up to 3500kg  GW or some such. A 1500kg GW class
would be good for smaller vehicles.
