Entirely by accident I discovered that all the Cisco documents are wrong!!
It does not default to 192.168.15.1, it defaults to DHCP.
Since I already had a MAC address filter in my dnsmasq.conf file for this
device it got the same IP as it's always had which I would have found
without the red herring.
So much for all my efforts creating aliased IP addresses on my PC to make
one in the correct subnet. Logged into the original IP, configured and
about an hour later it burst into life.
