[chbot] MYSql and PHPMyAdmin

Problem finally solved.  I was explaining the problem to a 'tech' visitor last
night and the penny dropped.

The problem is I missed this line.  'The Linux distribution being used doesn't
matter (as long as you have admin access, either by way of su or sudo).'

I didn't put sudo in front to the code snippets in the page and therefore got
the access error.
