Pretty p.-poor, isn't it?
If I had to guess the reason, I'd say it's because of reliability. Many
USB2 connectors (both plugs and sockets) are very pooly manufactured
with some insane tolerances, I can easily get unreliable connections by
wriggling a cable, that's a USB2 cable from CDL and a computer
case/maninboard bought in Christchurch so not even Aliexpress.
With USB3 sockets things get worse, because the contact area for the
USB2 plug in the 3 socket is much reduced.
So presumably the devkit supplier doesn't want to cop the flac for the
PC industries' crappy hardware and is suggesting a way to make it
more(?) reliable. Whether a hub is indeed more reliable...
