[chbot] Extending the mini robot wars challenge

At the recent meeting there was discussion regarding increasing the
weight limit.
The rules are in progress.
One of the things to keep in mind, is any new or younger member who has
limited resources available (hardware or $) should be able to make a start.
They may wish to recycle other products, into a working BOT, and we
should encourage it.
Have a look at what I've started cobbling together and give some
feedback (either for or against).
