Personally I would recomend a genuine Microchip Programmer
as from experience (When I started with PICs) the "Free",
and second source budget ones do have limitations, and more
often than not, do not support the full range of PIC
devices. The genuine one may be more expensive.....but can
save hours of messing around.
In saying that I had many years of success (but regular
repairing) using a Parallel Port based Kitset programmer.
If your programmer supports the dsPIC30F4013 then double
check your connections are as follows:
Connection: DIP : QFP
MCLR/VPP : PIN1 : PIN18
PGC : PIN8 : PIN25
PGD : PIN9 : PIN26
VSS (0V) : 12,20,31,39 : 6,16,29,39
VDD (+5) : 11,21,32,40 : 7,17,28,40
Also on MCLR,PGC and PGD make sure there are no pull down
loads or large capacitors and that any pull up resistors
are not less than about 4K7.
Also keep the lead from your programmer to the PIC as short
as possible - recommend 100mm if you can - 200mm Max.
