[Templates] Windows Install not Working

Trying to install bugzilla on windws and it requireds Template.  When I try
to install it using PPM I get the following

Installing package 'd:/Template-Toolkit.ppd'
Writing D:\Perl\site\lib\auto\Template\Toolkit\.packlist
----
I don't get a listing of things it installed (like other ppm installs)..
also, is the Template-Toolkit the same as Template?

Any assistance?
