[Templates] Variable interpolation II

Wow! I got several tips, and the mystery is solved  (not too
big a mystery, once you know the secret handshake, but it
was frustrating to me.) Thanks big Dave and Mark and Dave.

This picks up the ref to users array:

<b>Assign To:</b> [% CGI.popup_menu("assignee", users) %]

I'm pumped! I also found my way to the manual->variables, and answered
the next question I was about to post.  I needed to interpolate the login
user
into a SELECT statement using the $ in front. of user. Too much fun :-)
