There is a Freeview forum on geekzone.co.nz where I have seen
responses from Freeview people sometimes. It is not a formal channel
to them, but it may be a way to make them aware of the problem.

Maybe they are on DVB-S instead of DVB-T. The satellite has always
broadcast its EPG on EIT. Or maybe only some DVB-T transmitter sites
are mis-programmed and are lacking the full EIT data.

NZ TVs use the MHEG5 EPG data. Any device, including TVs, that is
"Freeview certified" (and therefore can use the Freeview logo and
advertise that they are Freeview compatible) is required to use the
MHEG5 EPG data on DVB-T. Immediately after the scans, the TVs will
have discarded the old EPG data and would only have had the now/next
EIT data as they would have received that almost instantly. But after
a few minutes they would then have received the MHEG5 data and had
full EPG.
