I discovered that Sky used to have Parliament TV on channel 90, but
they have moved it to channel 86 and put Al Jazeera on channel 90.
They have yet to update their web pages with Parliament TV's new
channel number.

Here is the new channels.conf.sky file:

This now has the correct new channel numbers, as best I can tell from
my checking. It is also sorted by the channel ID numbers, so that in
future it will be able to be compared with other versions of the file
more easily.
