[mythtvnz] MythWeb not working - and a fix

Installing mythweb from Ubuntu 12.10 repository gives a broken set up
because of the PHP version.

PHP Fatal error:  Call-time pass-by-reference has been removed in
/usr/share/mythtv/bindings/php/MythBase.php on line 50

This has been a known bug for over a year (and has not been fixed by
MythTV Ubuntu Maintainers

But the patches to fix it are at....
