The reason the law includes the ELV (extra low voltage, <50Vdc)
category is so that we enthusiasts can play with the need for
regulation. As long as it doesn't interface with mains voltage,
there's no legal requirements as far as I know.

That said, you can still start a fire with a 12V halogen bulb.

When you get into dimming, you start getting components in the dimming
circuit heating up, so care needs to be taken there too.
