terrestrial coverage for 75% of the population (with transmitters already in
place) and 87% (contemplated) is at

A translator retransmits signal from a transmitter. Most, if not all
translators are analogue only. As part of the cessation of analogue
transmission, they will either be upgraded to digital or switched off.
