Ok whats the LO of your LNB?
I'm assuming you are trying to tune to 12483H, and Sky LNBs are usually
11300 or 10750.
Have you tried
dvbtune -f 1733000 -s 22500 -p h -v
Also is this the only DVB card in the system. Have you got the USB
device attached?
