I think I've had this error when I forgot to build lirc with the right
options for transmitting. You might want to look into that.

I haven't changed anything in /etc/lirc/hardware.conf . Is there some
> flags that need to be set? Do I need a second instance of lircd running?


You definitely don't need a second instance running.
