My own Ubuntu Feisty desktop had no DST issues once the tzdata-2007f
released had been made.

I do know people who had to run the following as their timezone wasn't
setup correctly

sudo dpkg-reconfigure tzdata

The other issue I've seen was users with Windows/Linux dual boots with the
bios set to local time rather than UTC.
