Unless it glitches the 22kHz on when its tuning in. I had an old STB here
that would do that on powerup and it would cause issues on the skybox on the
same dish.

I think so. Even though Myth will always have it locked, the card will only
be tuned when it's recording. So you'd only be able to get EIT data when
Myth was recording from DVB-S.
Also, my capture script currently uses dvbtune to select the correct
transport but, since I'm sharing with a Sky box any way and only using the
vertical transports, could I skip that step and have MythTV NOT use the
on-demand mode since MythTV will then be tuned to one of the 2 vertical
transports anyway?
No. The LNB selects the polarity (based on the presence or absence of a
select voltage), but it's up to the receiving device to tune a frequency. So
the Sky box will set the LNB to vertical polarity and it's own tuner will be
tuned to a particular frequency but it won't tune the DVB-S card in your
Myth box.
