The streams will only be compliant if you set them up to be so. Its worth
a look at the code in mythburn.py, the python script that is behind
MythArchive, to see what resolutions are approprate for PAL and NTSC
standards. Get the resolution wrong and you'll have all sorts of problems
with standalone players throwing a wobbly!

In fact MythArchive is the best way to put recordings onto DVD I've found
- it just works... (or have I missed something oin this thread?)
