What distro are you running and why are you compiling it?

If you really want to compile it the usual steps are to run ./configure
before make. ./configure creates the Makefile, so that would explain why
make reported "No targets".

But if you have irw on your system then it seems lirc is already
installed, so i am very confused - but so are you by the sounds of it :-)

There is pretty good documentation on the lirc.org site. BUT most distros
that support mythtv have good lirc support, so I would use what your
distro provides as a first option.
