[chbot] Drone flying rules

I find it good to keep it in perspective with manned aircraft... (and
decide what you find more concerning)

For example it indicates..
* pg16 - About 8000 Close Calls of manned aircraft in 2018
* pg33 - Social cost of incidents for 2015 was $107,600,000.00 !!
* pg18 - Shows more than half the operators of manned aircraft are failing
audits
* pg18 - CAA only seems to have time to audit half the operators when about
half are failing!! - (obvious place to improve safety!)
* pg60 - Lists an incident between a paraglider and a drone... (I would not
be surprised if it was a paraglider company making a promotional video and
hitting their own student)
* pg69 - (looking at Napier) Indicates 22 bird-strikes per 10,000 aircraft
movement is acceptable!! => Would that imply 22 drone-strikes per 10,000
aircraft movements to be acceptable too? (if all drones were the size of
birds)
Considering all above... I find it incredible that the CAA can justify
spending so much on worrying about drones when it's clearly not a
significant problem. What is their metric to justify it?
