[chbot] Ordering parts online

For whatever it's worth, a parcel that I ordered in china about a month ago
(and that arrived in the country a day or two ago) was delivered to my door
today. My guess is that couriers aren't picking up from non-essential
businesses, but are probably delivering whatever they have. I doubt they're
going to put the stuff arriving from overseas into a big pile and wait
until it's over - that just seems like a bad plan all around.

So it's probably on you to figure out if you want to order from overseas or
not.
