It may well be rust I observed. 

What "in the typical healthy NZ salty seaside atmosphere" ? You need to go to
Durban South Africa. The rust you see here in 10 years is what you see in
Durban in 2-3 months. Probably why the floppy disks had such and issue. 

>From what I remember, reinforcing rods in concrete needed to be 50 mm below
the surface of the concrete, except in Durban, it needed to be 75 mm to stop
them rusting !!!
