Both Rob and Helmut have made some excellent points.

The shipping of various Lithium based battery chemistries as fright (rather than luggage / carry on) is that these are now restricted on comercial passenger planes. 

If the batteries are within / part of a device then there are different rules around fright on commercial passenger planes.
