Yes, it is clear now, and the current clarity has been achieved in the 
catch-up that has taken place over the past couple of decades probably. 
I am not sure when these rules were tightened but they haven't been like 
that for ages. Besides overseas imports, on-line selling and ebay / 
trademe have created some pressure to tighten up the rules around used 
equipment, too.
