Not sure who is your local best choice any more.

Advanced Circuits in Auckland are pricey, but have quick turn around
and will do a multi-layout panels.

Qualieco in Auckland are well priced for low to high volume production

Huntsbury Circuits in Christchurch - no idea what they are like now
(Was getting to many rejects last time I purchased)

For Off shore I have recently used GoldPhoenix  (
http://www.goldphoenixpcb.biz/ ) These are a Chinese manufacturer and
charge around US$100 for the first very large panel.
Quality has been good, about a one week turn, and they do allow
multiple designs on a panel. Not sure what shipping to NZ would be.
