Umm... it's not programmable.  It is an analog device.  I suggest you
download the datasheet and have a quick look at the pinout, then hook it
up to an ADC module somewhere.  It looks like the output sits midway
between the rails, and then moves up or down depending on the strength and
polarity of an applied magnetic field.

Once you have an ADC giving you a continuous stream of incoming values you
can do some interesting maths to figure out what's happening outside. 
Actually, rudimentary maths are probably sufficient to do something
useful.

PS if you have a scope, use that for instant gratification.  If not,
stream your ADC to an RS232 port for the slightly less instant version.
