[Templates] Updating cached templates

I'm using PROCESS to include templates, and both the "top-level" and
included templates update correctly when the files change.  (Note that
they didn't update when there was a parse error in the new template in
versions prior to beta3.)  I haven't tried using the on-disk cache yet, so
I can't vouch for that.
