I can't speak for the latest version (as all I've done is upgrade) but 
the way I've always done it is by setting it up via mythtv-setup. Doing 
this passes the correct arguments to tv_grab_nz-py and thus creates the 
file with the correct filename (which obviously won't happen if you 
simply specify --configure as it will have no idea which source you are 
talking about). When doing this it will appear to stall and you need to 
switch to the terminal window to answer the questions for the process to 
complete successfully.

I've never needed to manually copy the configuration files for an 
initial setup, though I have restored some as part of a restore from a 
backup.

On the other hand, if this is exactly the process you followed perhaps 
there is an issue. As mentioned I haven't tried setting up anew on the 
latest version.
